General Statement Of Duties

Manages specific programs in the Executive Division of the State Court Administrator’s Office to develop the security of judicial property and staff and the emergency preparedness of the Colorado Judicial Department. Manages the court security grant program for the Court Security Cash Fund Commission and the State Court Administrator pursuant to Section 13-1-201, et seq, C.R.S. (Senate Bill 07-118). Performs the duties of a certified peace officer (House Bill 18-1210).

Distinguishing Factors

The Administrator of Judicial Security is distinguished from other classifications due to the oversight of Department security. Manages the court security grant program, several security systems, and directs emergency preparedness efforts. The position is distinguished from other classifications due to independent decision making on behalf of the Judicial Department to coordinate with external stakeholders, and the performance of the duties of a peace officer. This classification has supervisory responsibility over contractors and two or more programs or projects. Supervision is received from the State Court Administrator or Chief Justice of the Colorado Supreme Court.

Essential Functions Of the Position

Manages and administers two or more statewide court programs or projects.

Identifies areas to implement new policies and procedures; coordinates implementation with various court systems and other state agencies to ensure security of Department personnel and property.

Responsible for building and maintaining effective partnerships with Judges, County Commissioners, and Sheriffs. Direct and manages security at the Ralph L. Carr Judicial Center, including necessary coordination with other agencies.

Provide personal security to judicial officers as needed, including development of strategies and providing physical security.

Provides orientation and on-going training, coaching, and consultation to Department personnel on emergency preparedness. Manages the Colorado Court Security Officer Training Program. May provide interdepartmental training as needed.

Manages several security-related software applications for the Department.

Develops policies and procedures for implementation and on-going management of courthouse security grant program pursuant to Section 13-1-201, et seq, C.R.S. (Senate Bill 07-118).

Prepares budget request for the courthouse security cash fund line item. Monitors the grant program budget. Manages the budget for the administration portion of the fund and recommends administrative expenditures.

Prepares reports, schedules, forms, and other documents and information based upon research and evaluation of issues and problems as needed. Maintains financial and administrative records associated with courthouse security.

Researches and maintains updated information and pricing on security equipment and staffing positions related to courthouse security.

Responsible for recruitment and selection of contractors and organizational partners needed for security functions.

Performs statutory duties of a certified peace officer, including the confidential sharing of information with law enforcement without supervision from the Department.

Frequent travel to various judicial facilities throughout Colorado as needed.

Attends meetings and trainings as required.

Performs other duties as assigned.

Supervisor Responsibilities

Has no responsibility for direct supervision. Responsible for one's own work product and may provide guidance, assistance, or mentorship to less knowledgeable or experienced coworkers, volunteers, or interns. May be responsible for overseeing or coordinating with independent contractors to provide services.

Minimum Education

Graduation from an accredited college. A bachelor’s degree in business or related field is preferred. A minimum of two (2) years experience working in a similar position or related field is required. POST Certification in the State of Colorado is required. Previous experience in the following areas is preferred but not required:

- Leading efforts to improve courthouse security at the State and County Level.
- Familiarity with law enforcement and county governments operations.
- Understanding of court operations and court facilities. Ability to conduct risk and physical security assessments.
- Knowledge of COOP planning and implementation.
- Developing and managing grants.
- Planning and facilitating meetings and trainings.
- Knowledge of building codes, standards and specifications relating to security.
- Working with historic buildings related to design and construction improvements.

Physical Demands

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to sit and reach with hands and arms and perform repetitive motions with wrists, hands, and fingers. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus. The employee must be able to perform the duties of a peace officer.

Work Environment

The incumbent of this position is subject to frequent interruptions and may be required to handle multiple call and inquiries at once. The incumbent must be able to handle a high level of stress, and extended hours of work which may include holiday, weekends, and evenings and frequent travel. The noise level in the work environment in the office is usually moderate. Visits to construction sites may have a high level of noise and require wearing protective equipment such as hard hat, ear and eye protection as necessary. The incumbent must be able to respond to crisis situations involving danger to self or others.
