General Statement Of Duties

Performs regularly assigned lead work over staff responsible for the daily operation, maintenance, preventative maintenance and repairs for the Ralph L. Carr Judicial Center and the associated 1255 Lincoln Parking Garage, including utilizing automated control systems to monitor, adjust and control various electrical, plumbing, lighting and mechanical building systems.

Distinguishing Factors

This class has supervisory responsibilities.  The Assistant Chief Building Engineer receives direction from the Property Manager and the Chief Building Engineer and gives direction to the Building Engineers and other staff as needed.  The Assistant Chief Building Engineer assists the Chief Building Engineer in planning and scheduling major projects and ensures that project deadlines are met and completed projects conform to initial plans and work quality standards.

Essential Functions Of the Position

Performs permanently assigned lead work over staff responsible for the daily operation of, and periodic preventative maintenance on mechanical, electrical, HVAC, lighting, building automation and plumbing systems; including air handling units, domestic cool and hot water systems, heating and chill water systems, sump and sewage systems, diesel generators, fuel management, and fire protection, pump and detection systems.

Evaluates and recommends equipment and service upgrades.

By position has responsibilities in continuous improvement of the preventative maintenance program, providing technical expertise and support for modern building systems, HVAC and lighting controls and equipment with dedicated attention to energy monitoring and improvements.

Coordinates maintenance efforts with outside contractors and technicians for contracted work.

Coordinates contractor, tenant and management approvals for work orders that require the use of an outside contractor.

Assists in planning and controlling annual budgets.  Contributes to development of Controlled Maintenance budget and five-year maintenance plan, facility improvements and sustainability efforts and cost reduction initiatives.

Develops or modifies work plans, methods, and procedures, determines work priorities, develops work schedules to provide adequate staff coverage, and assigns and reviews work.

Uses concepts, principles, and practices for the utilization and repair of requisite equipment, tools, mechanical devices, and industrial equipment.

Constructs objects, structures, and buildings with appropriate materials, methods, and tools.

Develops, produces, understands, and uses plans, blueprints, models, and maps, including producing precision technical drawings.

Installs, maintains, tests, uses, and repairs electrical equipment, components, instruments, and burglar and fire alarm systems exercising knowledge of electronic theory, circuits, components, and material properties (excluding computers).

Troubleshoots, diagnoses, analyzes, and identifies system malfunctions to determine the source and cause of the problems and make recommendations for solvency.

Responds to informal grievances and relays necessary information to the supervisor, documents situations that may be cause for disciplinary action.

Establishes expectations for and assists subordinates in development of performance goals.  Documents performance and provides employee performance feedback on an on-going and annual basis. Provides formal performance evaluation of goal achievements through conferences or informal meetings.  Makes decisions regarding subordinate's employment probationary/trial period.

Provides orientation and on-going training, mentoring, and coaching to subordinates.

Assists in the training of employees. Make provisions for subordinates to attend outside training.  May provide cross-training and interdepartmental training.

Assigns duties and responsibilities to staff; develops and establishes procedures for operating and maintaining required administrative systems.

Adheres to and observes all common safety practices, operating procedures, codes, and regulations.

Attends meetings and training as required.

By position, participates in snow removal duties as assigned.

By position, may be required to be on-call to address emergent needs.

Performs other duties as assigned.

Supervisor Responsibilities

Has supervisory accountability for other employees, volunteers, or interns. Plans, directs, and coordinates activities for a unit. Duties include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.

Minimum Education

Graduation from high school or equivalent. Four (4) years’ experience in building operations, engineering and equipment and systems maintenance including experience with Building Automation Systems (BAS)/Direct Digital Controls. Completion of College or Technical School coursework in Building Operator Program, Engineering Technical Training or a professional designation in Facility Management may substitute for one year of the required experience. Current Universal CFC License, boiler maintenance experience, electrical, plumbing, irrigation licensing or certification is highly desirable. A valid driver's license with appropriate endorsements must be attained by the end of one year of service.

Requires Heating & Ventilating Journeyman, Refrigeration Journeyman or Stationary Engineer Mechanical license issued by the City and County of Denver. Licenses and certifications must be kept current as a condition of employment.

Physical Demands

While performing the duties of this job, the employee is regularly required to sit, stand, walk for long periods of time, talk, and hear. The employee is occasionally required to use agility and to use hands and arms for repetitive motions. The employee frequently is required to reach with hands and arms, climb or balance, and stoop, kneel, crouch, or crawl, exercise eye/hand/foot coordination, and use stairs or ladders. The employee must be able to feel through touch, exercise fine dexterity, regularly lift and/or move up to 25 pounds and occasionally lift and/or move up to 65 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Work Environment

While performing the duties of this job, the employee is exposed to hazards including adverse atmospheric, weather, wet and/or humid conditions, temperature changes, bodily fluids, bio-wastes, risk of blood-borne diseases, electrical/mechanical/power equipment, moving mechanical parts, driving, radiant energy, gases—including those that are flammable or explosive, vibrations and strain on the body, frequent contact with water, liquid, chemicals, or sanitary sewage, and confined, uncomfortable or awkward locations. The noise level in the work environment is usually moderate to loud. This position is subject to varying and unpredictable situations; may handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.
