General Statement Of Duties

The Business Analyst's role is to elicit, analyze, specify, and validate the business needs of the Division of Information Technology Services (ITS) internal and external customers. The role will support the software development process by helping in the design decision making process, ensuring business solutions are understood, and project deliverables are met according to determined specifications. This includes interviewing customers to gather and compile user requirements, helping the business make good technology decisions, and researching new technology solutions for use.

Distinguishing Factors

Positions in this classification are distinguished from other classifications by assignment of more complex analysis of the needs of the customer. Primary responsibilities of this position include developing business and functional requirements that describe business needs and participate in the planning, design, development, and deployment of new systems and applications. This position reports directly to Manager of Customer Engagement.

Essential Functions Of the Position

Acts as an interface between the customers and the project teams.

Establishes strong relationship with internal and external customers and provides ongoing customer communications.

Engages with customers to document changes to business processes and tools (products, services and software) that can improve efficiencies and add value.

Conduct interviews to gather business requirements via workshops, questionnaires, surveys, site visits and workflow storyboards.

Documents user stories and user acceptance criteria.

Works with stakeholders and project team to prioritize collected business requirements.

Assist in conducting research on both in-house and commercial off-the-shelf applications to assess the business value, ensure compatibility and interoperability and support purchasing efforts.

Leads design sessions in prototyping new interfaces, applications and systems for enhancing business processes, operations, and information process flow.

Translate conceptual business requirements into functional requirements in a clear manner that is comprehensible to the project team.

Develop and conduct peer reviews of the business and functional requirements to ensure that requirement specifications are correctly interpreted.

Documents process models and business flow diagrams that describe the current state and requested state to provide direction to the project teams.

Communicate changes, enhancements, and modifications of business requirements verbally or through written documentation to project managers, sponsors, and other stakeholders so that issues and solutions are clearly understood.

Coordinate and perform in-depth user acceptance tests to verify that the finished product represents the needs of the customers.

Facilitates customer reviews of upcoming application changes and communicates feedback back to the project team.

May facilitate usability studies with customers to validate the UI design approach prior to releasing an application or feature.

Illustrates UI design ideas with advanced concepts such as storyboards, process flows and site maps.

May provide orientation and training to customers for all modified and new systems.

Provides advanced Tier III support to customers.

Contributes to ITS knowledge base to provide a high level of knowledge sharing and customer service across the entire department.

Actively participates in and fosters a positive team culture built on teamwork, collaboration and respect.

Attends meetings and training as required.

Performs other duties as assigned.

Supervisor Responsibilities

Responsible for one's own work product and may provide guidance, assistance, or mentorship to less knowledgeable or experienced coworkers, volunteers, or interns. This may include scheduling of work, instructing in work methods, and reviewing work products. May provide input into the hiring and discipline/termination processes. May have input into performance evaluation process.

Minimum Education

Graduation from an accredited college or university with a bachelor's degree and three years of experience as an IT Business Analyst or Customer Support Technician within the Colorado Judicial Department.

OR

Three years of experience as an IT Business Analyst or Customer Support Technician within the Colorado Judicial Department. Additional work experience in these or other related fields may be substituted on a year for year basis for the required formal education.

Physical Demands

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to sit and reach with hands and arms and perform repetitive motions with wrists, hands, and fingers. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus.

Work Environment

The noise level in the work environment is usually moderate. This position is subject to varying and unpredictable situations; may handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.
