General Statement Of Duties

Responsible for the executive and administrative functions of the office of the Chief Judge of the Colorado Court of Appeals. Manages and provides training of Appellate Law Clerks for the Colorado Court of Appeals, providing feedback on the Appellate Law Clerks performance. Provides legal services for the Chief Judge and manages the Chief Judge’s Chambers.

Essential Functions Of the Position

Advises the Chief Judge on policy matters and keeps the Chief Judge Regularly informed of issues affecting the Court of Appeals.

Serves as a member of the Chief Judge’s Executive Committee with the Clerk of Court/Court Executive, Chief Staff Attorney, and Deputy Chief Judge.

Acts as a liaison between the Chief Judge, other chambers, other courts, and state court administrator divisions in the Colorado Judicial Department.

Attends various meetings and conferences with the Chief Judge or on behalf of the Chief Judge.

Reviews laws, rules, and regulations affecting Court of Appeals operations, policies and administration and makes recommendations for changes.

Provides research on national appellate court trends and innovations to inform policy and process changes.

Serves as a member of various committees, working groups, including SCAO standing committees as a representative for the Chief Judge.

Provides the Chief Judge support on the Supreme Court’s Appellate Rules Committee.

Assists the Chief Judge with the development of court divisions and oral argument calendars.

Oversees and manages the law clerk training program at the Court of Appeals, serving as a resource for appellate law clerks.

Develops and maintains the appellate law clerk manual, including any modifications that arise throughout the year.

Coordinates and manages court-wide training or speakers for Court of Appeals personnel.

Collaborates with Judges, the Reporter of Decisions, and the clerk’s office to develop and maintain the court’s opinion announcement process.

Provides assistance to the Court of Appeals senior judges.

Drafts legal memoranda, orders, and opinions for cases assigned/routed to the Chief Judge on an as necessary basis.

Manages the Chief Judge’s chambers and supervises its staff.

Performs other duties as assigned.

Supervisor Responsibilities

MANAGEMENT/SUPERVISION RESPONSIBILITY

Work requires supervising and monitoring performance for a regular group of employees (1 or more full-time employees) including providing input on hiring/disciplinary actions and work objectives/ effectiveness, performance evaluations, and realigning work as needed.

HUMAN COLLABORATION

Interactions and communications may result in recommendations regarding policy development and implementation. May also evaluate customer satisfaction, develop cooperative associations, and utilize resources to continuously improve customer satisfaction.

FREEDOM TO ACT & IMPACT OF ACTIONS

Employee normally perform assignments according to their own judgment, requesting Supervisory assistance only when necessary. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.

KNOWLEDGE & SKILLS

Expert: Recognized authority in an area of expertise related to the work.  Technical expertise is sought out by others across the organization.  Incumbent can apply technical skills in a wide and often unpredictable range of contexts.

FISCAL RESPONSIBILITY

May assist in the collection of data in support of recommendations for functional area budget allocations. May monitor division or program/promotional level budget and expenditures.

Minimum Education

Graduation from an accredited law school and possession of a certificate of admission to the Bar of the State of Colorado

WORK RELATED EXPERIENCE

Four to six years of experience required in the practice of law, which must have included at least two years of experience at an appellate court.
