General Statement Of Duties

Administers the child support services program including serving as liaison between the Judicial Department, the Department of Human Services, the local child support services units, and the federal office of child support services.

Distinguishing Factors

The Child Support Services Coordinator classification is distinguished from other classifications by the emphasis on project planning and management in the area of child support services. This position reports directly to the Director of Planning and Analysis.

Essential Functions Of the Position

Develops and implements a state wide child support services program within the Judicial Department; develops goals and objectives to achieve program purpose; establishes schedules and priorities for accomplishing program goals; develops and defends program budget requests; and develops program policies and procedures.

Serves as liaison between the Judicial Department, the Department of Human Services, local child support services units, and the federal office of child support on Title IV-D services program initiatives.

Develops and implements the child support services Title IV-D initiatives within the Judicial Department; serves as the Department’s representative on Department of Human Services committees and work groups regarding IV-D program issues; represents the program to outside parties and other affected groups within the Department.

Monitors the expedited case processing system to ensure that all judges and magistrates hear cases within the ninety day time limit; coordinates child support and spousal maintenance projects with other divisions of SCAO.

Coordinates training for judges, court clerks, magistrates, and IV-D staff on the Judicial Department’s procedures and statutory responsibilities in processing IV-D child and spousal support cases.

Interprets and analyzes the federal code of regulations and state statutes governing the IV-D program to determine the affect, if any, on court procedures and operations; assists in developing and updating standardized forms used in processing the IV-D cases.

Prepares program and productivity reports to appropriate administrative authorities regarding program performance.

Resolves customer questions and issues as they arise; responds to questions from judges, magistrates, family court facilitators, court clerks, federal child support officials, CDHS staff, and county child support administrators and staff.

May be responsible for recruitment and selection of unit employees.

May establishes expectations and provides employee performance feedback on an on-going and annual basis. Assists subordinates in establishing goals. Evaluates subordinates' goal achievement through conferences or informal meetings. Provides recommendations regarding subordinate's employment probationary/trial period.

May provides orientation and on-going training, mentoring and coaching to existing subordinates. Makes provisions for subordinates to attend outside training. May provide cross-training and interdepartmental training.

May assigns duties and responsibilities to staff; develops and establishes procedures for operating and maintaining required administrative systems.

Attends meetings and training as required.

Performs other duties as assigned.

Supervisor Responsibilities

May have supervisory accountability for other employees, volunteers, or interns. Plans, directs and coordinates activities for a unit. Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.

Minimum Education

Bachelor's degree from an accredited college or university in judicial, business, or public administration or related field from a four year college or university and four years of experience in child support services, court management, or related field. Related experience may substitute on a year for year basis for the required education.

Physical Demands

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to sit and reach with hands and arms and perform repetitive motions with wrists, hands, and fingers. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus.

Work Environment

This position is subject to many interruptions and may be required to handle multiple calls and inquiries at once. The noise level in the work environment is usually quiet.
