General Statement Of Duties

Provides legal counsel within the State Court Administrator's Office, Contracts Management Unit, with respect to contracts and performs related contract functions.

Distinguishing Factors

This class describes technical legal work in a specified area of law for the Colorado Judicial Department.

Essential Functions Of the Position

Provides technical legal advice relating to contracts to managers, supervisors and employees in order to avoid or minimize legal liability for the Colorado Judicial Department.

Conducts legal research. Interprets laws, rulings, regulations, policies, and procedures related to contracts for Department employees.

Negotiates terms and conditions and drafts contracts with Department vendors for various goods and services.

Reviews contracts drafted by Contract Management Specialists for accurate information and compliance with laws, regulations, policies, and procedures.

Processes, develops, drafts, and revises contracts between the Department and stakeholders and vendors associated with competitively bid solicitations, discretionary, sole source and emergency procurements.

Manages contracting processes from initial negotiation through final review.

Prepares and provides training on contract-related legal issues and contract programs for Judicial Department employees.

Attends meetings and training as required.

Performs other duties as assigned.

Supervisor Responsibilities

No formal supervisory responsibility. Responsibility for one's own work product and work within a unit performing similar functions. Rarely provides lead function, advice, or explains work instructions to other employees or volunteers.

Minimum Education

Graduation from an accredited law school and one year of experience writing and/or negotiating contracts.

Physical Demands

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to use hands and fingers and reach with hands and arms. The employee is occasionally required to stand and reach with hands and arms. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus.

Work Environment

The noise level in the work environment is usually quiet. This position is subject to varying and unpredictable situations; may handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.
