General Statement Of Duties

Supervises the design, control and maintenance of the accounting operations of the Colorado Judicial Department.

Distinguishing Factors

This classification is distinguished from other classifications by participating in the design, strategic planning, and implementation of accounting operations for the Colorado Judicial Department.  This position receives supervision from the Director of Finance at the State Court Administrator's Office.

Essential Functions Of the Position

Plans, organizes and reviews fiscal operations for adherence to current laws, regulations, and generally accepted accounting principles.

Responsible for the development and distribution of new or revised procedures and tables in the Judicial Department.

Ensures adherence to fiscal procedures through procedures, training, and communications with audit personnel. 

Monitors the accuracy of accounting reports provided by districts.

Implements and/or maintains systems for the reporting of revenues.

Provides oversight and technical assistance for account reporting.

Manages federal, state and private issued grant allocations, including indirect costs; provides for proper grant administration and reporting requirements.

Establishes procedures and policies concerning the reporting of receivables and write offs.

Participates in the strategic planning and design of accounting operations in conjunction with the State Auditor's Office, the Office of the State Controller, the Joint Budget Committee, other state federal, or local agencies, and personnel in the Judicial Department Financial Services Office or judicial districts.

Establishes procedures and policies for the administration and reporting of unclaimed funds.

Researches accounting issues and resolves account discrepancies.

Leads the design and implementation of automated systems related to Judicial accounting.

Responsible for recruitment, selection, and termination of accounting employees.    

Establishes expectations and provides employee performance feedback on an on-going and annual basis.  Assists subordinates in establishing goals.  Evaluates subordinates' goal achievement through conferences or informal meetings.  Makes decisions regarding subordinate's employment probationary/trial period.

Provides orientation and on-going training, mentoring and coaching to existing subordinates.  Makes provisions for subordinates to attend outside training.  May provide cross-training and interdepartmental training.

Assigns duties and responsibilities to staff; develops and establishes procedures for operating and maintaining required administrative systems.

Attends meetings and trainings as required.

Performs other duties as assigned.

Supervisor Responsibilities

Has supervisory accountability for other employees, volunteers, or interns.  Plans, directs and coordinates activities for a unit.  Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others.  Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.

Minimum Education

Graduation from an accredited college or university with a bachelor's degree in accounting or related field which must have included the completion of at least the equivalent of 18 semester hours of accounting or finance courses; and five years of experience in accounting with at least three of those years in a lead or supervisory capacity.  Experience in public sector accounting and the state of Colorado CORE accounting system preferred.

While performing the duties of this job, the employee is regularly required to walk.  The employee frequently is required to stand; sit; reach with hands and arms; and perform repetitive motions with wrists, hands, and fingers; stoop, kneel, crouch, or crawl; and talk or hear.  The employee must frequently lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close vision, color vision, and ability to adjust focus.

Work Environment

Occasionally handles emergency or crisis situations; frequently subject to interruptions, and multiple calls and inquiries.  The noise level in the work environment is usually quiet.
