General Statement Of Duties

Manages specific programs, serves as project leader to manage the statutorily created Correctional Treatment Board.

Distinguishing Factors

This position has responsibility for independently managing a highly specialized complex program or project.  The complexity is reflected in a need for more sophisticated collaborative methods and problem solving techniques.  Work typically involves coordination with Director level positions within and external to the Judicial Department.

Essential Functions Of the Position

Acts as the central point of contact for the Correctional Treatment Board and Judicial District Drug Offender Treatment Boards (Local Boards).

Coordinates the Correctional Treatment Board committee and sub-committee meetings including agenda development and minutes.

Coordinates the implementation of on Correctional Treatment Board initiatives with other state agencies and stakeholders.

Manage the Correctional Treatment Board Funding Application process, including assisting in preparing applications, monitoring funded projects, and compiling quarterly reports with the board.

Provides technical assistance to community stakeholders intended to assist in the creation and/or efficient operation of Local Treatments Boards.

Prepares multi-agency annual funding plan and Correctional Treatment Board summary and funding requirements as part of the Judicial budget process.

Serve as the central point of contact and coordinates all aspects of the annual Colorado Collaborative Justice Conference.

Reviews and evaluates organizational processes, policies, practices, structure, functions, programs, work methods, resources, relationships, management and program performance; performs analysis and creates proposals to increase efficiency and effectiveness of systems.

Compiles and analyzes information collected; verifies accuracy of information; identifies issues and problems; formulates recommendations that will encourage change.

Prepares reports, schedules, forms, procedures and directives based upon research and evaluation of issues and problems.

Drafts rules and administrative recommendations.

Establish and maintain the Correctional Treatment Board website.

Monitor legislation and analyze proposed legislation for possible impact.

Prepares budget requests and monitors budgets for small projects; prepares and monitors grant requests.

Develop and establish procedures for operating and maintaining required administrative systems.

Establishes response procedures designed to address internal and external requests for information.

Attends meetings and training as required.

Performs other duties as assigned.

Supervisor Responsibilities

May have supervisory accountability for volunteers or interns.  May plan, direct and coordinate activities for a multiagency unit.  Duties include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others.  May conduct performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.

Minimum Education

Graduation from an accredited college or university with a bachelor's degree and a total of four years experience in funds management, criminal justice programs, behavioral health programs, management analysis or other related fields.  Additional work experience in these or other related fields may be substituted on a year for year basis for the required formal education.  Supervisory experience preferred.  Working knowledge of the Colorado legislative, budgeting, behavioral health and criminal justice system is preferred.

While performing the duties of this job, the employee is regularly required to talk or hear.  The employee frequently is required to use hands and fingers and reach with hands and arms.  The employee is occasionally required to stand and reach with hands and arms.  The employee must occasionally lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus.

Work Environment

The noise level in the work environment is usually quiet.  This position is subject to varying and unpredictable situations; may handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.
