Responsible for management of Human Resources staff in the areas of employee relations, recruitment, training, performance management, compensation, EEO/Diversity and HRIS. Leads major projects and initiatives related to the functions listed above. Assists the Director of Human Resources on the development and implementation of human resources policies and procedures.
This classification is distinguished from other classifications by its role as a senior authority within the Human Resources Division. The Deputy Director Human Resources assists the Director of Human Resources in the overall management of the division. The position may also serve as acting Human Resources Director in the Director’s absence. The position receives supervision from the Director of Human Resources.
Supervises and provides leadership, direction and coaching to Human Resources staff. Oversees multiple units within the Human Resources division. Assigns tasks and projects to staff; establishes expectations and provides employee performance feedback on an on-going and annual basis; assists subordinates in establishing goals; evaluates subordinates' goal achievement through conferences or informal meetings.
Works with the Human Resources Director as an advisor on employee relations issues, legal trends and all matters related to the efficient use of human resources personnel. Works closely on strategy and development in the human resource field
Assists in the development, strategy, and implementation of rules, policies, procedures, and programs necessary to the operation of the judicial department.
May chair and participate on a variety of committees, as necessary. Gathers input from appropriate field personnel and staff.
Assists the Human Resources Director in areas of budget, signing authority, senior level employment investigations, judicial training and sensitive employee relations matters
Advises administrative personnel, judges, and supervisors regarding the proper application of federal and state laws, rules, and policies related to specific employee situations.
Leads major human resources program initiatives including pay for performance, recruitment, employee retention, HRIS and employee relations.
Attends meetings and training as required.
Performs other duties as assigned.
Has supervisory accountability for other employees, volunteers, or interns. Plans, directs and coordinates activities for a unit. Duties include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.
Graduation from an accredited college or university with a bachelor's degree in judicial, public, or business administration; sociology; psychology; human resources management or related field. Eight years experience in human resources and five years supervisory experience is required. Additional work experience in these or other related fields may be substituted on a year for year basis for the required formal education.
While performing the duties of this job, the employee is regularly required to sit and talk or hear. The employee must occasionally lift and/or move up to 10 pounds.
The noise level in the work environment is usually moderate. This position is subject to varying and unpredictable situations; may handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.
