General Statement Of Duties

Manages specific financial programs or financial aspects of programs and/or serves as financial project leader to develop improved managerial processes within the Colorado Judicial Department.

Distinguishing Factors

In addition to managing financial programs and/or projects, the Financial Analyst III position is distinguished from other classifications due to supervisory responsibility for 3.0 or more full-time employees.

Essential Functions Of the Position

Manages and administers statewide and/or multi-jurisdictional financial programs or projects or the financial aspects of programs/projects. 

Responsible for long-term planning and development of Branch strategies within assigned areas. 

Supervises other staff and team members on projects.

Identifies and approves implementation of policies and procedures; coordinates implementation with various judicial districts and state court agencies.

Determines policies, goals, and strategies based on analyses and evaluation of financial, caseload, or other projections. 

Plans, develops and implements pilot programs to improve efficiency and effectiveness in financial and related operations in the Colorado Judicial Department.

Reviews, evaluates develops, and implements financial and related policies, procedures and practices. 

Formulates recommendations and implements solutions and system improvements as a result of program reviews, changes in laws, and internal management factors.

Prepares budget requests, monitors budgets, and prepares budget allocations for various financial related programs.

Analyzes proposed legislation, judicial processes and procedures for possible impact on the Judicial Department.

Drafts directives, administrative recommendations, policies and procedures, and prepares reports, schedules and forms based upon research and evaluation of issues and problems.

Responsible for recruitment and selection of unit employees. 

Establishes expectations and provides employee performance feedback on an on-going and annual basis. 

Assists subordinates in establishing goals. 

Attends meetings and training as required.

Performs other duties as assigned.

Supervisor Responsibilities

Has supervisory accountability for other employees, volunteers, or interns. Plans, directs and coordinates activities for a unit. Duties include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.

Minimum Education

Graduation from an accredited college or university with a bachelor's degree in finance, accounting, business, judicial or public administration or related field; and four years of financial analysis experience in budgeting, fiscal analysis, auditing, or other related area. Additional work experience in these or other related fields may be substituted on year for year basis for the required formal education.

Physical Demands

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to use hands and fingers and reach with hands and arms. The employee is occasionally required to stand and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus.

Work Environment

The noise level in the work environment is usually quiet. This position is subject to varying and unpredictable situations; may handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.
