General Statement Of Duties

The Human Resources Workforce Data Analyst provides management assistance by designing, implementing, and maintaining workforce analytics for the Colorado Judicial Department, Human Resources Division.  The position analyzes and interprets a wide variety of human resources data to identify strategies and initiatives impacting compensation, recruitment, organizational development, and other human resources related areas.  This position may also be assigned a variety of special project-based work. 

Distinguishing Factors

The Human Resources Workforce Data Analyst is distinguished from other human resources classifications due to the responsibility of identifying, organizing, and interpreting workforce data.  This position reports to the Manager of Systems and Data. 

Essential Functions Of the Position

Works with all levels of management as needed for consulting on data, reporting or planning needs.

Researches and analyzes data representing the organization's operations and workforce demographics. Interprets trends, gaps, opportunities and patterns of human resource data.

Researches and develops new methods for collecting data to present in easily comprehensible graphics.

Works with various stakeholders to design, develop, and implement HR data collection through surveys, system reporting, and consolidation of existing resources.

Responsible for maintaining relational databases and extracting data for analysis.

Responds to data requests utilizing the most credible and effective data sources.

Maintains and prepares reports from data analyses and provides recommendations. 
Presents detailed and comprehensive reports to a variety of audiences.

Provides annual reporting on HR data.

Completes mandatory and assigned external reporting on workforce demographics.

Develops proposals and recommendations for improving work processes, policies, procedures, practices, and methods.

Serves as a subject matter expert for employee-related metrics including headcount, turnover, and others as requested.

Performs project-based work requiring complex data analysis.

May be required to analyze legislation and review fiscal notes concerning workforce matters.

Attends meetings and training as required.

Performs other duties as assigned.

Supervisor Responsibilities

Responsible for one's own work product and may provide guidance, assistance, or mentorship to less knowledgeable or experienced coworkers, volunteers, or interns.  This may include scheduling of work, instructing in work methods, and reviewing work products.

Minimum Education

Graduation from an accredited college or university with a bachelor's degree in public administration, statistics, mathematics, business or a related field and three years’ experience in statistical or operational analysis work.  

OR

Additional work experience in these or other related field may be substituted on a year-for-year basis for the required formal education.

Physical Demands

While performing the duties of this job, the employee is regularly required to talk or hear.  The employee frequently is required to use hands and fingers and reach with hands and arms.  The employee is occasionally required to stand and reach with hands and arms.  The employee must occasionally lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus.

Work Environment

The noise level in the work environment is usually quiet.  This position is subject to varying and unpredictable situations; may handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.
