General Statement Of Duties

The Lead Business Systems Analyst oversees the Business Analysis team and establishes and communicates the vision for technology products and services supported by the Information Technology Services Division (ITS) of the Colorado Judicial Department from the point of view of customers, end users, and stakeholders.  This includes gathering and analyzing information regarding business cases, proposed projects, service improvements and systems requirements, and reporting this information to stakeholders.

Distinguishing Factors

The Lead Business Systems Analyst is distinguished from other classifications by supervising a team of Business Analysts in addition to coordinating and communicating visions for multiple products at once, performing higher-level decision making and completing the most complex business analyses.  This classification reports to the Manager of Portfolio & Programs.

Essential Functions Of the Position

Acts as liaison between customer groups across the Department and ITS to collect input and communicate product and project status.

Generates and compiles reports on systems issues, including findings, probable causes and possible solutions.

Maximizes IT system investments through communication with stakeholders, analysis of issues, and solving system problems.

Determines when product releases are ready.  Schedules and communicates information about deployments and needed staff.

Coaches and mentors Business Analysts in work techniques and communication.

Collaborates with stakeholders to gather requirements and feedback, manage expectations, and provide vision and direction to product development.

Communicates product roadmaps with management and customers to demonstrate the evolution of products and how this aligns with ITS and internal and external customer objectives.

Prepares and delivers updates and recommendations to address issues with products and services supported by ITS.

Assists Manager of Portfolio and Programs to perform cost-benefit and return on investment analyses for proposed products and services to aid management with implementation decisions.

Represents the voices of customers and business view during development, implementation and monitoring of products and services.

Manages relationships with other teams, negotiating and reprioritizing as appropriate. 

Delivers key customer-facing communication on products and services.

Drive staff development initiatives to instill shared goals and enhance core competencies across the Division.

Responds to escalated matters.  Resolves problems and mediates conflicts.  Promotes teamwork, encourages and communicates across ITS teams.  Informs staff of relevant business issues and their impact on the Department.

Develops process and approach for user acceptance tests and end-user reviews for modified and new products and services.  Provide general post-implementation support.

Establishes expectations and provides employee performance feedback on an on-going and annual basis.  Assists subordinates in establishing goals.  Evaluates subordinates' goal achievement through conferences or informal meetings.

Provides orientation and on-going training, mentoring and coaching to employees.  Makes provisions for employees to attend outside training.  May provide training.

Assigns duties and responsibilities to staff; develops and establishes procedures for operating and maintaining required administrative systems.

May travel as required, with potential overnight stays.

Attends meetings and trainings as required.

Other duties as assigned.

Supervisor Responsibilities

Has supervisory accountability for other employees, volunteers, or interns.  Plans, directs and coordinates activities for a unit.  Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others.  Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.

Minimum Education

Graduation from an accredited college or university with a bachelor's degree and six years of experience, including two years of business analysis experience.  Supervisory experience strongly preferred.  International Institute of Business Analysis (IIBA) CCBA Certification or higher, or the ability to obtain it within 3 months of hire, is required.

OR

Six years of experience, including two years of business analysis experience. At least one year of supervisory experience strongly preferred.  Additional work experience in these or other related fields may be substituted on a year for year basis for the required formal education.  International Institute of Business Analysis (IIBA) CCBA Certification, or the ability to obtain it within 3 months of hire, is required.

Physical Demands

While performing the duties of this job, the employee is regularly required to sit and talk or hear.  The employee must occasionally lift and/or move up to 25 pounds.

Work Environment

This position is subject to many interruptions and may be required to handle multiple calls and inquiries at once.  The noise level in the work environment is usually moderate.
