General Statement Of Duties

The Lead Network Architect’s role is to develop and maintain the high-level design plan for the overall logical and technical network architecture for the Colorado Judicial Department.  This position is responsible for managing statewide activities and operations required to maintain the Colorado Judicial Department network.  This includes ensuring the stability and integrity of the Department’s data, voice, video, and wireless network services.  This is achieved by planning, designing, and developing local area networks (LANs) and wide area networks (WANs) across the organization while also ensuring minimal network downtime.  The Lead Network Architect will provide technical leadership and strategic decision making as it pertains to the network architecture across the Information Technology Services (ITS) division.

Distinguishing Factors

This position will provide network engineering and architecture support to a dedicated enterprise Colorado Judicial Department network.  The Lead Network Architect is responsible for the architectural design, development, documentation, testing, and implementation of networking technologies, capabilities, and solutions that are integrated into an enterprise network.  The position includes direct supervisory responsibility of Network and Unified Communication Engineers.  This position has independent judgment and decision-making authority.

Essential Functions Of the Position

Design and implement short and long-term strategic plans to ensure the Judicial Department’s network capacity meets existing and future business requirements.

Develop and deploy methodologies for testing network performance and providing network performance statistics and reports.

Provide architectural consulting expertise, mentoring, and leadership to other Network and Unified Communication Engineers and the Architectural Review Governance Team.

Responsible for designing Judicial Department LANS, WANS, virtual networks, wireless networks, and unified communication systems, including routers, switches, wireless access points, and other necessary network and communication devices.

Create and maintain documentation related to network configuration, network mapping, processes, and service records.

Review network incidents and reports in ITSM tool, manages network team incidents and service requests to meet service level agreements, performs problem management, and reviews, edits, authors and approves knowledge base articles.

Ensure network services have sufficient capacity, stability, and agility to satisfy service level agreements with business units.

Responsible for VoIP QoS design and implementation.

Oversee and direct all phases related to multiple, complex and diverse network systems projects.

Maintain proper licensing for all software/network/hardware that support the Judicial Department’s network.

Sustain a sufficient inventory of replacement hardware for emergency situations.
  
Responsible for all network redundancies as permitted by budgetary considerations.

Research and provide recommendations regarding the acquisition of new network hardware and software.

Acts as resource to internal Information Technology Services (ITS) staff, judicial districts and external consultants.
 
Coordinates security issues with the Information Security Team.

Attends meetings as required.

Performs other duties as assigned.

Supervisor Responsibilities

Has supervisory accountability for other employees, volunteers, or interns.  Plans, directs and coordinates activities for a unit.  Duties include architecting new and existing networks, scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others.  Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.

Minimum Education

Graduation from an accredited college or university with a bachelor’s degree in computer science or a related field and six years’ experience working with Cisco routers and switches.  CCNA is required.

OR

Experience may substitute for education on a year for year basis as follows: graduation from high school or equivalent and eight years working in computer related areas; six years of the computer experience must be directly with Cisco routers and switches.  CCNA is required, and CCDA is highly preferred.

Physical Demands

While performing the duties of this job, the employee is regularly required to talk and hear.  The employee is frequently required to sit and reach with hands and arms and perform repetitive motions with wrists, hands, and fingers.  The employee is occasionally required to stand and walk.  The employee must occasionally lift and/or move up to 50 pounds or more.  Specific vision abilities required by this position include close vision, color vision, depth perception, ability to adjust and focus, and the ability to see clearly at 20 feet or more.

Work Environment

While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts, work in high precarious places and the risk of electrical shock. Frequently handles emergency or crisis situations and may be subject to varying and unpredictable situations and work hours.  The employee is subject to frequent interruptions, multiple calls and inquiries, and may occasionally handle absentee replacement on short notice.  The noise level in the work environment is usually moderate.
