General Statement Of Duties

The Legal Contracts Manager represents the Colorado Judicial Department on various legal matters relating to contracts and supervises the Contracts Management Unit who manage the definition of objectives for the negotiation and implementation of contract language and contracts; oversee administrative aspects of contracts; develop, justify and explain contract terms to Department staff; monitor contractor compliance with contracts; and resolve issues between contractors, vendors and end users involving contracts.  This classification also manages the development and practice of standard procedures for contract negotiation and management.

Distinguishing Factors

The Legal Contracts Manager is distinguished from other classifications due to the supervisory responsibility and responsibility for the vision and direction of the Contracts Management Unit.  This position will receive supervision from the Financial Services Director.

Essential Functions Of the Position

Provides legal advice on contract-related matters to managers, supervisors, and other Judicial Department personnel based on the appropriate balance of risk mitigation and business interests on a real-time basis.

Conducts legal research, analysis and report preparation.

Interprets and applies standards, policies, laws, rules, and regulations.

Develops and improves training materials related to the Judicial Department’s contract policies.

Develops or modifies work plans, methods, internal procedures and determines work priorities within the Contracts Management Unit.

Reviews and negotiates sensitive and complex contracts for the Department.

Manages contracting policies and procedures, recommends their adoption to senior management and implements them within the Department.

Reviews contract drafts for accurate information and compliance with laws, policies and procedures, and alignment with best practices.

Works with stakeholders to make necessary revisions to contracts.  Acts as the final legal escalation for all contract issues.

Coordinates and oversees all Department contracts through the electronic contract and financial management program.

Identifies issues with contracting processes and technology systems and suggests improvements.

Manages contracting processes from initial negotiation through final review.

Develops and revises strategies to administer and monitor contractor compliance with contract terms and conditions.  Collaborates with staff across the Department and external stakeholders to support business needs.

Responsible for contract standardization, keeping up with industry trends and implementing process improvements.

Provides mentoring, training and coaching to employees.

Attends meetings and training as required.

Performs other duties as assigned.

Supervisor Responsibilities

Has supervisory accountability for other employees.  Plans, directs, and coordinates activities for a unit. Duties include scheduling and assigning of work, training in all facets of work, and quality control.  Conducts performance appraisals and provides input into and participates in the discipline, dismissal, and hiring processes, and making decisions impacting the pay, status and tenure of others.

Minimum Education

Graduation from an accredited law school; possession of a certificate of admission to the Bar of the State of Colorado; eligibility to practice law before the courts of the State of Colorado and five years of experience practicing as an attorney in the field of law.

Physical Demands

While performing the duties of this job, the employee is regularly required to talk or hear.  The employee frequently is required to sit and reach with hands and arms and perform repetitive motions with wrists, hands, and fingers.  The employee must occasionally lift and/or move up to 25 pounds.

Work Environment

This position is subject of many interruptions and may be required to handle multiple calls and inquiries at once.  The noise level in the work environment is usually quiet.
