General Statement Of Duties

This position is responsible for the management of the AV and Network teams of the Information Technology Services (ITS) division. The Manager of AV and Network Architecture will lead a group of engineers and analysts with specific focus on building and maintaining integrated experiences that work across the entire Judicial Department AV and network footprint. The Manager of AV and Network Architecture role is to plan, organize, and manage staff and operations to ensure the stable functioning of the Department’s IT networking, telephony, audio-visual systems, and related end-user software suites.

Distinguishing Factors

This classification is distinguished from other classifications by managerial responsibilities will include the management of resources and providing direction and instruction to staff concerning project management goals, and operating procedures to achieve Division objectives.

Essential Functions Of the Position

Provides leadership, direction and coaching to staff; establishes and communicates expectations while providing employee performance feedback on an on-going and annual basis; assists subordinates in establishing professional goals and objectives.

Resolves problems and mediates conflicts; promotes teamwork; informs staff of relevant business issues and their impact on the Department

Manages the hiring, orientation, and training processes while also participating in and providing input to the disciplinary and dismissal processes.

Manages design, maintenance, development, and evaluation of all AV and network infrastructure systems, including LANs, WANs, VoIP, Audio/Video, wireless, Data Center and cloud network implementations (as applicable).

Develops enterprise network, video and voice technology vision, roadmap, and strategy.

Partners with stakeholders to plan, communicate and deliver AV and network solutions that meet their business objectives.

Provides recommendations to the Chief Information Officer (CIO)/Deputy CIO on the development of departmental goals, objectives, and priorities for the unit.

Assists the CIO/Deputy CIO in directing research and implementation of potential technology solutions.

Manages vendor relationships, work order and contracts to accomplish the Department's objectives.

Works closely with business leaders and technical teams to determine the effectiveness of services.

Manages unit’s budgets and operational costs.

Manages inventory of network and audio-visual assets, including hardware, software licenses, warranties, maintenance agreements, and vendor contracts.

Up to 30% of travel might be required.

Attends meetings and training as required.

Performs other duties as assigned.

Supervisor Responsibilities

Has management and supervisory accountability for other employees, volunteers, or interns.  Plans, directs and coordinates activities for a unit.  Duties include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others.  Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes. Manages up to 3 Team Leads/Architects as part of position.

Minimum Education

Graduation from an accredited college or university with a bachelor’s degree in computer science, computer information systems, or related area; plus, six (6) years of relevant experience in information system management, planning or related field which must have included one year of direct supervisory experience.

Additional related work experience may be substituted on a year for year basis for the required formal education.

Physical Demands

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to sit and reach with hands and arms and perform repetitive motions with wrists, hands, and fingers. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus.

Work Environment

The noise level in the work environment is usually moderate.  This position is subject to varying and unpredictable situations; may handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.
