General Statement Of Duties

This position is located in the Human Resources Division of the State Court Administrator’s Office (SCAO) and is responsible for administering the Judicial Department’s payroll and personnel data systems and operations, and for serving as administrator of the statewide leave reporting system (JETRS).

Distinguishing Factors

This classification is distinguished from other classifications due to serving in a supervisory capacity over a specialized unit, the concentration on Department wide payroll and personnel information tracking and management, and administration of the Department’s leave and time reporting system (JETRS). It is distinguished from the Payroll Analyst position due to a greater degree of judgment and discretion, procedure and policy development and implementation, and serving in a supervisory capacity over a unit.  This position reports to the Total Compensation Manager.

Essential Functions Of the Position

Plans and administers the payroll operation for the Judicial Department, including analysis and evaluation of matters that impact different offices and agencies; increases efficiency and effectiveness of payroll processes.

Responsible for advising and assisting Departmental management and other personnel concerning payroll matters; notifies districts and other agencies about changes in procedures, forms, or policies relating to payroll matters.

Analyzes and interprets personnel rules, policies and laws as they relate to the management of payroll for the Judicial Department, and determines the appropriate process for payroll data entry and documentation for the Judicial Department.

Develops and implements policies, procedures, and systems regarding the payroll operation for the Colorado Judicial Department, and maintains payroll policy and procedure manuals.

Serves as the primary Judicial Department liaison with the Central Payroll unit and Division of Human Resources of the Department of Personnel and Administration (DPA-Executive Branch) with regard to payroll issues.

Analyzes and troubleshoots payroll related problems and issues, and resolves them in collaboration with supervisor, other SCAO personnel, and the judicial districts, as applicable.

Oversees the day to day processing of payroll for the State Court Administrator’s Office, Office of Independent Ethics Commission, and other agencies for which the State Court Administrator’s Office processes payroll.

Reviews work of Payroll Analysts with regard to documentation and requests from within SCAO and from districts to ensure that requests are processed in accordance with established policies and procedures.

Serves as administrator of the Judicial Employees’ Time Reporting System (JETRS) including, but not limited to, providing training and technical assistance to the SCAO and judicial districts related to the use of JETRS (or any successor time management system)

Develops and conducts training programs concerning payroll related issues and topics for both internal and external personnel, as required.

Attends meetings and training as required.

Occasional statewide travel may be required.

Performs other duties as assigned.

Supervisor Responsibilities

Has supervisory accountability for other employees.  Plans, directs, and coordinates activities for a unit. Duties include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others.  Conducts performance appraisals and provides input into and participates in discipline, dismissal, and hiring processes.

Minimum Education

Graduation from an accredited college or university with a bachelor’s degree in finance, accounting, business or public administration, human resources, or related field, and at least two years of payroll analysis experience in payroll or personnel management systems, leave systems, methods and procedures, forms, process design or other related fields.  Additional work experience in these or other related fields may be substituted on a year for year basis for the required formal education.

OR

Two years of experience managing and/or processing payroll within the State of Colorado payroll system.

Physical Demands

While performing the duties of this job, the employee is regularly required to sit; use hands and fingers to perform repetitive motions, reach with hands and arms, and talk or hear. The employee frequently is required to walk. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close and distant vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

Work Environment

The noise level in the work environment is usually moderate.  May handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.
