General Statement Of Duties

Responsible for managing the Ralph L. Carr Judicial Center and the associated 1255 Lincoln Parking Garage, including all business, and financial aspects of the property.  May be responsible for directly supervising  third-party security and building management companies, which may include security, administration, operations, maintenance, and finance/accounting staffs.

Distinguishing Factors

The Property Manager position is distinguished by the responsibility for budgets, staffing, and strategic planning.  This position may supervise other supervisors.  This position reports to the Architect and Facilities Planning Manager.

Essential Functions Of the Position

Develops and implements the strategic plan for the Ralph L. Carr Judicial Center and 1255 Lincoln Parking Garage.

Responsible for the day-to-day operation of the property to meet needs of the Appellate Courts and building tenants.

Prepares reports and summaries for the Judicial Department.

Conducts formal site inspections weekly to verify compliance with local codes, policies and procedures, and limits risks and liabilities.

Maintains relationships with tenants.  Monitors and enforces all lease agreements, the billing and collection of rents and other tenant charges.

Develops all site-specific documentation including but not limited to property information book, tenant manual, site operating manual and emergency operations manual.

Oversees procurement and expenditure for operation of the Ralph L. Carr Judicial Center and 1255 Parking Garage, including the negotiation of vendor contracts.

Coordinates with the Chief Building Engineer and Architect and Facilities Planning Manager on facility-related projects to ensure compliance with agreements and codes, and alignment with Department objectives.

Assists the Administrator of Judicial Security, Colorado State Patrol, and security vendors to meet security needs.

Establishes expectations and provides employee performance feedback on an on-going and annual basis. Provides recommendations regarding subordinate's employment probationary/trial period.

Trains and coaches subordinates. Makes provisions for subordinates to attend training.

Assigns duties and responsibilities to staff; develops and establishes procedures for operations.

Attends meetings and training as required

Performs other duties as assigned.

Supervisor Responsibilities

Has supervisory accountability for other employees. Plans, directs and coordinates activities for a unit.  Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others.  Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.

Minimum Education

Graduation from an accredited college or university.  In addition, a minimum of 5 years of experience working in real estate with property management and 2 years of direct supervisory experience.  Experience with financial accounting in commercial real estate, financial reporting and budgeting is strongly preferred.

While performing the duties of this job, the employee is frequently exposed to wet and/or humid conditions, moving mechanical parts, high, precarious places, outside weather conditions, and vibration.  The employee is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals.  The noise level in the work environment is usually moderate to loud.  This position is subject to varying and unpredictable situations; may handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.
