The State Court Administrator works closely with the Chief Justice, Supreme Court, and other court executives of the Colorado Judicial Department to set the strategic administrative direction for the Department. The position has oversight over the State Court Administrator’s Office (SCAO), which provides central administrative infrastructure services for the Department through a number of divisions and offices including: Information Technology, Financial Services, Human Resources, Court Services, Legal Counsel, Education and Probation Services.
The State Court Administrator is a liaison to advisory working groups and committees of justices, judges and administrators that provide recommendations and advice for policymaking, business practice change, and service delivery. The State Court Administrator serves at the pleasure of the Supreme Court.
This position is distinguished from other positions based on oversight of all administrative responsibilities associated with the courts and probation for the Colorado Judicial Department.
Supports the Supreme Court in discharging its constitutional responsibility to provide for the administration of justice.
Implements the rules and policies of the Supreme Court as they apply to court administration. Enforces all Chief Justice Directives and state statutes related to courts and probation within the Colorado Judicial Department.
Develops and implements strategic plans ensuring a shared vision and values in the Colorado Judicial Department. Oversees the operation of court and probation programs and strategic initiatives.
Develops and promotes statewide administrative practices and procedures. Examines the administrative and business methods employed in the courts and probation and makes recommendations for improvements.
Determines organizational requirements and assigns personnel as needed to develop and maintain court and probation programs.
Prepares and submits an annual budget for legislative appropriations of funds for the maintenance and operation of the judicial system. Studies and recommends expenditures and savings of appropriated funds for the Colorado Judicial Department. Coordinates the preparation, review, and submission of the Colorado Judicial Department Budget; prioritizes budget needs; and oversees the expenditure of funds consistent with the judicial budget.
Manages the development, implementation, and coordination of facility management policies, standards, procedures, and programs. Coordinates purchases or leases of land and facilities as needed. Participates in the identification of renovations, improvements and repairs to facilities, and oversees the completion of approved renovations, improvements and repairs.
Manages the development, implementation, and coordination of standards, procedures, and programs to ensure the safety of justices, judges, court and probation personnel, and members of the public. Facilitates orderly court proceedings and the continuity of operations.
Serves as the liaison for the Colorado Judicial Department with the legislative and executive branches as well as other public and private groups having an interest in the administration of the courts and probation. Represents the courts and probation in non-judicial matters with others such as law enforcement, news media, committees, planning groups and the general public.
Participates in major state bar, legislative, and judicial activities addressing current problems within the justice system. Presents to outside groups, associations, conferences and workshops.
Attends, on behalf of the Supreme Court and SCAO, various state and national conferences, trainings and meetings. Serves on commissions, committees and panels involved in matters affecting court administration.
Initiates, designs, develops and implements contemporary business practices and management practices for the Colorado Judicial Department.
Performs other duties as assigned.
Manages multiple operations and programs. Plans, provides broad direction, establishes standards, and evaluates operations for diverse programs. Has significant latitude in personnel decisions.
A minimum of ten years of experience with progressive responsibility in legal administration and or related judicial experience. Graduation from an accredited college or university with a bachelor's degree in business administration, judicial administration, public administration or related field. A Juris Doctor or other advanced degree is preferred. Five years of supervisory experience is preferred. A thorough knowledge of the general rules and regulations of a judicial system; ability to maintain effective working relationships with justices, judges, staff, public officials and the public.
While performing the duties of this job, the employee is regularly required to sit and talk or hear. The employee must occasionally lift and/or move up to 25 pounds. The positon will require frequent travel.
This position is subject to many interruptions and may be required to handle multiple calls and inquiries at once. The noise level in the work environment is usually moderate.
