The Total Rewards Manager is responsible for the compensation and employee health and benefit programs for the Colorado Judicial Department. The Manager develops and implements new and revised compensation programs, policies and procedures to respond to the Department's needs and competitive/external practices. He/she assures that the Department's compensation programs are administered within internal policies, personnel rules and government regulations. The Manager also oversees the administration of employee health and benefit plans and record maintenance. This position may manage other units of the Human Resources Division.
This classification is distinguished from other classifications due to the required concentration on compensation; benefits and rewards; but may have responsibility for management of additional units of the Human Resources Division. The position is further distinguished from other classifications due to the responsibility for supervision of 5 or more employees. The Total Rewards Manager provides complete coverage for one or more programs and is responsible for the development of new work products, committees and work assignments. The position may also supervise individuals who supervise the work product of other Human Resource employees.
Monitors the effectiveness of existing compensation policies, guidelines and procedures. Identifies, leads and implements new plans that coincide with compensation trends and department objectives.
Manages and administers statewide compensation and benefits programs or projects.
Prepares job descriptions and determines compensation based on complexity of job and internal and external influences.
Performs salary analysis and oversees preparation of salary surveys to ensure that compensation objectives are achieved.
Completes classification and compensation studies as needed. Makes recommendation for changes.
Develops and distributes communications related to the Department's benefits and compensation programs.
Keeps apprised of federal, state and local compensation laws and regulations in order to ensure compliance. Acts as the FLSA expert for the Judicial Department.
Oversees health and benefit programs for the Judicial Department to include medical, dental, life, AD&D, STD/LTD, FMLA and COBRA.
May chair and participate on a variety of committees. Gathers input from appropriate field personnel and staff.
May sign on behalf of the Human Resources Department on compensation reviews, reclassification requests or other Human Resources related matters.
Drafts rules, administrative recommendations and Chief Justice Directives.
Responsible for recruitment and selection of unit employees.
Establishes expectations and provides employee performance feedback on an on-going and annual basis. Assists subordinates in establishing goals. Evaluates subordinates' goal achievement through conferences or informal meetings. Provides recommendations regarding subordinate's employment probationary/trial period.
Provides orientation and on-going training, mentoring and coaching to existing subordinates. Makes provisions for subordinates to attend outside training. May provide cross-training and interdepartmental training.
Assigns duties and responsibilities to staff; develops and establishes procedures for operating and maintaining required administrative systems.
Establishes response procedures designed to address internal and external requests for information.
Attends departmental and special meetings and trainings as required.
Participates in special projects and other duties as assigned.
Has supervisory accountability for other employees, volunteers, or interns. Plans, directs and coordinates activities for (a) unit(s). Duties include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.
Bachelor's degree in human resources, business, public, or court administration from an accredited college or university and six years of experience in Human Resources, compensation or benefits which must have included at least one year of supervisory experience. Additional related work experience may be substituted on a year for year basis for the required formal education.
Knowledge, Skill and Ability:
Must have knowledge of FLSA, ERISA, COBRA, FMLA, retirement plans and related state and federal regulations.
Must have good written and oral communication skills and be able to present information to large and/or diverse groups.
Must demonstrate strong analytical and problem solving skills.
Must demonstrate proficiency in Windows based programs and have exposure to HRIS systems.
Must maintain confidentiality and demonstrate employee goodwill and a professional image.
While performing the duties of this job, the employee is regularly required to sit; use hands and fingers to perform repetitive motions, reach with hands and arms, and talk or hear. The employee frequently is required to walk. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close and distant vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
The noise level in the work environment is usually moderate. May handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously; and may occasionally handle absentee replacement on short notice.
