The Financial Services Division oversees the management of the Colorado state court system’s finances and provides guidance and assistance for the State courts and probation departments. This is done through the development and management of the annual budget, establishment of fiscal rules and the execution of internal audits. All of this helps ensure that the Judicial Department's assets are effectively safeguarded and efficiently spent.
Accounting staff processes vendor payments and various reimbursements for the State Court Administrator’s Office with assistance from staff in the judicial districts. The Procurement Unit provides statewide assistance to maximize the purchasing value of the Department's funds, and to ensure that all persons who desire to do business with the Department will have a fair and equal opportunity to compete in fulfilling the Department's needs. The Contracts Unit provides legal counsel and contracting advice, contract drafting, and assists with contract administration for the Department. The Budget Unit prepares the annual budget in conjunction with the Strategic Plan, allocates funds and monitors all operating and capital budget allocations throughout the year. Audit Staff perform internal audits to ensure adherence with fiscal rules and that appropriate processes are in place to safeguard the state's assets. The Division is also responsible for the administration of four grant programs.
The Division also administers the Department's Collections program, which assists in collecting court-ordered fees, fines and restitution from defendants by setting up payment plans, monitoring payments and, when necessary, locating debtors. The Collections program also includes the Tax Offset program, which allows for the intercept of defendants’ state income tax returns to pay court-ordered fees and fines and restitution owed to crime victims. The Office of Restitution Services is also housed in the Division, providing support for victims who are owed court-ordered restitution and collaboration with victim advocacy groups.
