Provides expert consultation for the planning, design, construction, and maintenance of court facilities.
The Architect is distinguished from other classifications as the single agency authority in the architectural field. In addition, the Architect position has formal supervisory responsibility for the Building Management Team, the Security Team and other related job classifications as required. Supervision is received from the Director of Financial Services or Designee.
Provides expert consultation to the Judicial Department for the planning, design and construction of court facilities within the codes, standards and specifications of the industry.
Works with management, contractors, and consultants to define, review, and specify the requirements for new construction and remodeling projects, building maintenance, industrial hygiene, building security, electrical and mechanical systems, landscaping, life safety, space utilization, furnishings, and long-range facilities planning.
Prepares recommendations for the Chief Justice regarding the approval of design plans and specifications for new and remodeled facilities.
Maintains the Colorado Judicial Department Court Facilities Guidelines and Space Standards.
Reviews and monitor the work of contracted architectural services. Ensure conformance to contract requirements and design principles and standards.
Prepares, evaluates, and awards bids for construction, maintenance, and life safety projects.
Provides technical assistance to boards of county commissioners regarding economic analysis of facility alternatives, energy conservation, life cycle costs, courthouse security measures and equipment, and life safety concerns.
Supervises the Ralph L. Carr Judicial Center Building Management Unit including the Property Manager and Chief Engineer.
Takes prompt corrective action concerning any potential safety hazards and enforces compliance with applicable local and state building codes. All safety rules and regulations. Update building blueprints and drawings to reflect "as built" plans.
Prepares and administers the Ralph L. Carr Judicial Center Controlled Maintenance project budgets.
Positions may review and authorize architectural work as designated representative and delegate of the Office of the State Architect.
Supervises the Administrator of Judicial Security and provides support to the Colorado Court Security Grant and associated Commission.
Supervises the Facilities Designer/Planner and provides support to the Underfunded Courthouse Facility Grant and associated Commission
Recruits, selects, and terminates employees.
Establishes expectations and provides employee performance feedback on an on-going and annual basis. Assist subordinates in establishing goals. Evaluates subordinates' goal achievements through conferences or informal meetings. Make decisions regarding subordinate's employment probationary/trial period.
Provides orientation and on-going training, mentoring and coaching to existing subordinates. Make provisions for subordinates to attend outside training. May provide cross-training and interdepartmental training.
Assigns duties and responsibilities to staff; develop and establish procedures for operating and maintaining required administrative systems.
Attends meetings and training as required.
Performs other duties as assigned.
Has supervisory accountability for other employees. Plans, directs and coordinates activities for a unit. Duties may include scheduling and assigning of work, training in all facets of work, quality control, and decisions impacting the pay, status and tenure of others. Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.
All candidates must possess and maintain a license as an Architect by the Colorado State Board of Examiners of Architects and a minimum of four years experience in directing and supervising work in building design, construction, and maintenance. Employees in this class must maintain such certification throughout their employment with the Colorado Judicial Department.
While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to sit and reach with hands and arms and perform repetitive motions with wrists, hands, and fingers. The employee is occasionally required to stand and walk. The employee must occasionally lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus.
The noise level in the work environment in the office is usually quiet. Visits to construction sites may have a high level of noise and require wearing protective equipment such as hard hat, ear and eye protection as necessary.
